County transfers teachers

Personnel actions were the subject of a special-called meeting of the Marshall County Board of Education Friday morning. Certain personnel transfers approved by the board prompted members of the Boaz school board to attend.

The transfers, all effective immediately, included:

Janice McClendon, from secretary at Boaz Middle School to secretary at Asbury Jr. High School.

Tracey Gore, from secretary at Asbury Jr. High School to bookkeeper at Marshall Technical School.

Stephanie Davis, from bookkeeper at Marshall Technical School to secretary at Boaz Middle School.

Laureen Coby, from 10-month reading specialist for Corley Elementary School, DAR Elementary School and Union Grove Elementary School to 10-month reading specialist for Asbury Jr. High School, Brindlee Mountain Middle School, Claysville Jr. High School, DAR Schools, Douglas Schools, Grassy Elementary School and Union Grove Elementary School.

Joan Noel, from reading specialist supervisor for Marshall County Schools to reading specialist supervisor for Boaz Schools only, effective immediately.

Misty Plunkett, from part-time Child Nutrition Program worker at Boaz Middle School to full-time CNP worker at Boaz Middle School, effective immediately.

Marshall County Superintendent Dr. Barry Kirkland said during the negotiation proceedings between Marshall County and Boaz, the parties involved have discussed personnel transfers but “have not agreed on all of it.”

“Many people have requested to stay in the county system, and many have requested to stay with the city. When I took office, one of the things I’ve tried to make sure and do is to get people placed closer to home,” Kirkland said.

Kirkland said the transfers were a reflection of that, and they were all requested by the personnel. All of the transfers also involved existing positions; none of the positions were created for the purpose of the transfer, Kirkland said.

Prior to the approval of the transfer, the new superintendent of the Boaz schools, Leland Dishman, requested to address the board on the subject. Kirkland said public comments aren’t allowed unless the person wishing to address the board called ahead to be placed on the agenda. Dishman asked for an extension of the rule, and Kirkland refused to do so.

Dishman said he was disappointed by not being allowed to address the board. He said his purpose was to “offer an olive branch.”

“All we want is to be able to control our own destiny,” said Dishman. “Here we are starting a new school system. If they are transferring high dollar teachers when our school system has limited resources, I am concerned. However, if they are transferring long-term, master teachers, I am excited about that. We want to work with everybody.”

Dishman said he has seen published reports of Kirkland stating he wanted a smooth and easy transition with the new school system, and he is in total concurrence.

Dishman said he thought the law allowed the new school system some leeway in employing administrative personnel who are not needed, but he said he didn’t want to have that become an issue because of the impact it would have on teacher morale.

“I want teachers running to get to school, not running to get out,” he said.

In addition to the transfers, the Marshall County board approved two resignations of instructors in the truck driving school, which presented an emergency personnel problem that allowed the county to post the job for seven days instead of the typical length of time.

Those resignations included:

Randy Maddox resigning as Truck Driving instructor at Marshall Technical School, effective Feb. 27.

Terrea Holcomb, resigning as Truck Driving instructor at Marshall Technical School, effective Feb. 25.

Kirkland said the instructors resigned to pursue the establishment of their own truck driving school.
