Layoffs, transfers balance budget

Working without a projected budget for the 2008-09 school year brings to mind an image of school superintendents walking a tightrope without a net. In Marshall County, Superintendent Tim Nabors has resorted to lay-offs and transfers in an effort to balance the budget until more concrete numbers are available.

If an education budget is passed by legislators, Nabors has said he may be able to re-hire teachers for the upcoming school year, but he is unable to offer any type of guarantee.

State legislators began a special session Tuesday afternoon in an effort to pass the education budget. The state constitution requires lawmakers pass an education budget and operating budget for non-education agencies each year.

The education budget was killed by the Senate after staging a filibuster for more than 10 hours on May 19. A feud between lawmakers and lobbyists over $25 in additional funds for higher education led to the filibuster and killed the budget, among other proposed bills.

Back in Guntersville Tuesday, board members cut several teachers and transferred many more in anticipation of the last day of school. All personnel must be notified by the last day of school if they are losing their jobs or the school system is obligated to employ them, paying their salary, for the upcoming school year.

The board accepted the resignations of:

• Angie Avram, counselor at Asbury High School, effective July 1.

• Melanie Yancy, second grade teacher at Union Grove Elementary School, effective Friday.

Non-renewals, effective at the end of the 2007-08 school year:

• Jeff Baird, science teacher at Brindlee Mountain High School.

• Tori Painter, math teacher at Douglas High School.

Transfers, effective for the 2008-09 school year unless otherwise noted:

• Keith Buchanan, principal at Brindlee Mountain High, transferred to principal at DAR Elementary, with pay commensurate for an elementary school principal as reflected in the salary schedule, effective immediately.

• Joel McConnell, physical education teacher/coach at Claysville Junior High, transferring to teacher/coach at BMHS.

• Terry Allen, resource specialist, 1/2 time at BMHS and 1/2 time at Douglas High, transferred to 9-month classroom teacher at DHS, effective July 31, with salary commensurate with position.

• Patrick Smith, counselor at Grassy Elementary, transferring to counselor at Asbury High.

• Terri (Cissy) Kennamer, reading coach at Grassy Elementary, transferring to reading coach at Union Grove Elementary.

• Amy Sims, kindergarten teacher at Union Grove Elementary, transferring to second grade teacher at the same school.

• Laura Byars, from first-grade teacher to kindergarten teacher at Union Grove Elementary.

• Charles Manning, social studies teacher at DAR Middle, transferring to PE teacher/coach at DAR High.

• Kassidy Whitaker, from fifth-grade teacher to second-grade teacher at Claysville Junior High.

• Brandy Gardner, from first-grade teacher to second-grade teacher at Claysville Junior High.

Hired, part-time employees:

• Wendy Kennamer, as summer school teacher at DAR High, to be paid from High Hopes funds.

• Shannon Franks, summer school teacher/AHSGE remediation teacher, to be paid from High Hopes funds.

• Various Century 21 Claysville and Douglas summer program employees.

During a meeting May 16, board members non-renewed 23 teachers at five different campuses, at the end of the current school year unless otherwise noted. They included:

At Asbury High School:

• Melanie Collier, instructional assistant.

• Myra Sims, 21st Century Director and Title I support teacher.

• Jerome Manley, math teacher.

• Tracy Fowler, special education teacher.

• Carrie Turner, English teacher.
